I can download anything from Microsoft Store as it's linked through my laptop outlook account
but I can't download anything from google Or any other place, it shows "a required privilege is not held by the client".

If you have the "S" version of windows then you can only download from the Microsoft store
To check if your PC is using S-Mode go to Settings > System > About. On the About page, scroll down to the “Windows Specifications” section. If you see the words “in S mode” to the right of the Edition entry, you're using an S Mode PC. |
To get out of S mode refer to this article
If you are not in S mode then try a different browser. If using EDGE switch to FireFox and try your download again.
I would avoid switching an operating system from S to normal mode unless you have an image backup to recovery to. Last year a user tried upgrading from 10 to 11 the weekend before his thesis was due and the upgrade failed badly.
