 I have been using AVG. I have uninstalled all  that. Now when I check system security it says that firewall is off. I try to turn it on but can't. When I click on get recommended settings it does nothing. When I click on recommended settings it does nothing. I don't know how to get windows firewall on.

I understand that you are unable to turn on the windows firewall.

 

Do not worry. I will try to fix the issue.

 

In order to update to Windows 8.1 :

- please, ensure your computer mode has drivers for Windows 8.1  (you may wish to post your HP computer model)

- ensure that Win 8.1 is supported (not only Win )

 

To upgrade to 8.1, this needs to be done via Windows Store but as Metro application, it has several pre-requirements to update to Windows 8.1, some are:

 

- All Windows Updates prior to Win 8.1 must be applied

- Firewall needs to be enabled.

 

 

The most common reason for Windows Firewall (http://en.wikipedia.org/wiki/Windows_Firewall) to be disabled (automatically, not because of the user)   is virus/malware infection due to corruption,   and the second one is Windows corruption.

 

Please, read these instructions -> http://support.microsoft.com/kb/2617842  and follow the official instructions to fix the Windows Firewall.  In addition to Microsoft Safety scanner that is offered there, I suggest you also scan with:

 

If infection is found, follow the instructions to clean it. Then, continue with the steps/methods in the Microsoft KB article:

Once the firewall is fixed, go to Control Panel -> Windows Updates, download/install all updates and restart.

Then, you could try to upgrade to Windows 8.1
