I cannot access my laptop at all. It asks me for bitlocker code but nothing happens when I put this in. I have tried to troubleshoot and all the various options it goes to automatic repair and then fails to repair. It says to contact system administrator. Restarting it and uninstalling updates also do not work.

Welcome to the HP Forum.
Sorry to tell your the firmware TPM is corrupted.
There is no way, I know of, to fix this other than to reinstall the operating system. HP's Cloud Recovery instructions are available Here.
The data stored on the current operating system drive is not recoverable unless you can find a way to defeat BitLocker disk encryption.
It would behoove you to disable disk encryption in Control Panel>Device Encryption after reinstalling Windows.
