I couldn't Update System Reserved Partition on Windows 10

HP Recommended
HP Pavilion Desktop - 550-248ng (ENERGY STAR)
Microsoft Windows 10 (64-bit)

I have been trying to update my Windows 10 Home from version 1803 to 1903 but keep getting an error saying that it couldn't be upgraded. After some research, I find that it is the Reserved Partition that is hinky. Its either full or there is an error. I then check and it doesn't appear to be full as the reason for it being unable to update. So that left the fact that there might be errors. Again, I do some more research and find a mini partition wizard too that will fix the problems of the reserve partition. I have followed the directions up to the point where the point, where I am supposed to reboot the system with the thumb drive, plugged in that has the tool. The reboot is supposed to open the partition to the point where it can be fixed. The problem seems that the boot setup automatically boots from the C drive and not the thumb drive. I have tried and tried to get into the system where I can change the boot setup. I have tried F2, F6, F9 F11, and F12. These are the keys that I have been told will get me to where I can change the setup, but nothing. Can someone recommend another course of action?
