I have powershell opening on startup disabled, but it still opens whenever I turn on my laptop and it makes it run a little slower than it already is. Is it an issue or does startup mean something else, if so, how do I make it not open when turning on laptop.

I suggest enabling it, unless you disable by invoking gpedit.msc and carefully and accurately make policy changes.
There are some apps and services you can disable without issues and some you cannot.
Many program installers use powershell commands and if you disable it...
Be aware that you are going to run into some installer issues with it disabled.
It would have helped if you had included which Windows version you have installed.
