I have a HP 15 TouchSmart Notebook PC it came with windows 8.1 preinstalled.I since then upgraded to windows 10 when they had it as a free upgrade.Now my question is IF i order the recovery kit for this computer.Knowing it will reinstrall windows 8.1 back on here.Could i reinstall windows 10 or would i have to purchase windows 10?The person i got the laptop off of didnt have the Recovery DVDs.And i wasnt able to create them.Thanks in advance.

Correct. The Recovery Kit will reinstall the original operating system.

Since your computer was running Windows 10, you have been granted a "digital entitlement" to re-install Windows 10 at any time, at no cost to you.
Download the March 2017 Creators Update to Windows 10 from:
https://www.microsoft.com/en-us/software-download/windows10
When prompted to enter a 25-character product-key, click "Skip".
The first time that Windows 10 connects to the Internet, it will leverage your entitlement to automatically "activate" Windows.
