HP Recommended

I have an HP All-In-One that has no operating system installed. I have tried booting to a bootable usb drive to reinstall windows 11 home, but it will not detect it. Also tried using a bootable installation disc and repair disc. The farthest I get that way is it tells me "press any key to boot from cd", but when I do it goes straight to a blue pop-up that sais "boot device not found" and tells me to install one. It sais  "hard disc (3F0)" and"F2- system diagnostics, (which tells me everything is fine and restarts). How the heck can I install an OS back on here? It got this way when I tried puting a fresh version of windows 11 home on it 'cause somehow the system got ALL messed up during a system refresh, (where it reinstalls the OS with the option to keep or not keep ur files). I put the bootable usb in, it asked me which partition to use, it had two large ones and three small empty ones. I deleted the second largest one, THEN it tells me can't install on the primary because it's protected by bitlocker, (wwhich I have never used and don't have the key for). That's where I am now. Help?!?!
