See page 20 of: Generic cDT User Guide (hp.com)
for "action keys" that may start "playback" from a CD/DVD. If you press that button, what happens?
Or:
- Click with the right-side mouse button on the Windows "Start" button.
- Choose Device Manager.
- Expand the section for CD/DVD devices.
- Is there a listing for some type of CD/DVD device?
If no listing, then that hardware may be an option that you did not order, or the device has "failed".
Is there any hinged "cover" that you must open to expose the slot for CD/DVD media?

The specs of your machine is
https://support.hp.com/rs-en/document/c06901090
It does not have ODD (aka CD/DVD drive). Many machines now do not have ODD, you have to buy an external drive if you wish For example
https://cplonline.com.au/optical-drives/external-dvd-writer.html
I actually bought a Pioneer :
https://www.pioneer.com.au/shop/car/bdr-xd07tb/
It can also burn BlueRay disces.
Regards.
