Sorry, but that is not going to happen.
First off, according to the model number of your PC, it came out in 2015 -- which means, unless you purchased an extended warranty in the form of a Care Pack, the warranty is expired. HP does not provide phone-based tech support for devices no longer under warranty.
Second, HP no longer publishes any phone numbers for support in the US due to recent scamming of US customers by folks claiming to be HP and ripping folks off for money to fix problems their PCs did not have. You now have to use a website link but that requires a device serial number and it will then discover your PC is no longer under warranty and will not issue you a repair case number -- and without that, you will not be provided a phone number.
Third, all you really can do at this point, since we here have no access to your PC is to run diagnostics to see if they find and report the problem preventing it from starting. You do that by pressing the Esc key repeatedly while rebooting and when the HP Startup Menu appears, select the diagnostics option (usually F2).
To get the PC working again, you would have to find and contact a local PC repair outfit and provide them the information the diagnostics run reports.
