The computer takes a long time to open a program then it stops; (indicating program is not responding) then the pc restarts or display freezes, I tried disk cleanup to reduce space, moved a buckup file from Drive C to Drive D to gain 20GB space but same problem excists. I can only use it in Safe mode or Safe and Networking only. I cant update windows due to this problem.

I cannot answer your question regarding "Tweak"bit tools -- I do not use anything like this to determine the health of my computer hardware and software. I am not a fan.
If you have determined that the File System is corrupt and you cannot fix the errors, then consider:
Back up your data (critical files, etc) to a remote disk or USB stick
Use your Windows 7 Media repair disk / usb to reload / repair the Operating System
If you determine the system cannot be loaded or repaired with your Windows 7 media, and if you have the means to do so, consider a complete System Recovery (reformat / load the OS). Be sure you back up your data prior to initiating a Recovery -- all data on the disk will be removed during the procedure.
I cannot help you with these efforts - this is outside of my area of expertise.

While it is tempting to post several times about the same subject, it is also risky:
- Multiple posts are sometimes ignored,
- Any help you do get from one or more of the inquiries might be in conflict with another answer
If you can do so, please resist the urge to practice "the more the better" posting.
Complete the (already suggested) Hardware Diagnostics:
After having run through the suggested hardware diagnostics (this is important to ensure the issue is not hardware), and assuming the Operating System has been stable up until the recent "freeze" and "annoy" issues, then the problem may be within one or more programs or due to errors in the Operating System.
Try / Consider
Startup Session (login) issues / freezes / slow-downs:
- A program in the Startup session is corrupted (in need of uninstall / install)
- A program in the Statup session is fine but does not belong in the Startup session (some programs do better when called manually than they do when force started in the login session)
- A program in the Startup session is in conflict with another program (some programs must start before or after others in the list)
- Other mystery problems in the Startup / login session have sufaced due to changes elsewhere in the Operating System.

Windows Session issues / freezes / program hangs / slow-downs:
- A perfectly good program has "gone rogue" and is grabbing more resource than it normally requires: "Resources" include cpu cycles, disk read/writes, network. Examples of resource hungry programs might include (and are not limited to): Firefox, Mail programs, Photo Editing Programs, and Games.
- A program has been corrupted and is not behaving properly: Any program can become corrupted due to it having been on the computer for a long time, due to changes elsewhere in the OS on which the program is dependent, due to incomplete or incorrect setup / configuration.
- Drivers are out of date / corrupted: Although older Operating Systems (like Windows 7) are less likely to need "new" drivers, drivers on the system may stop working correctly and either need to be reinstalled or might need to be updated to the extent possible.
- Errors in the File System: Windows, particularly older versions, is susceptible to tiny errors that develop in the File System. These errors include missing links, tiny errors in one or more of the millions of program instructions, corrupted files.

It may take some work -- some issues are more easily discovered and fixed than are others.

Dragon Fur thank you for the support and the lesson you gave me. I found a link to the TweakBit PCRepairkit software and downloaded it , I had it run system diagnostics and the results are really shoking.
Stability threats 4333 issues majorly caused by a game software (speed.exe) and windows media player. Is there a way to solve the issues without using the TweakBitRepairkit . sfc /scannow found corrupt files but was unable to fix some of them .

You can use any method to back up the files that provides you the confidence that the files are safe.
Cloud backup services are abundant - if you want more storage than is available in the "free" plan, you must purchase the extra space.
Remember that to retrieve your files from Cloud Storage, you will need to have Internet access and have a means to log into your Cloud Storage account. That means you must have access to the Internet and a Browser (Internet Explorer, Chrome, Firefox).
If you will need any drivers (for example, Network driver) that are not already part of your Recovery plan, you must find a way to download and make available the driver(s) prior to issuing the Recovery.
Cloud Storage Options - Examples
OneDrive provides 5GB storage for free and offers plans for more space.
Google Drive says it offers 15GB of free storage and offers other plans to fit your needs.
