That message will appear when the boot loader is corrupted or misled. First check the media reader slot to make sure there is no card inserted. Also check the DVD/CD drive, if present, to removed a disk.
If those are empty then you can make the disk it is prompting for here:
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Then follow the direction on the screenshot you posted.
You can also reinstall Windows 10 using that media, if the need happens.
