I inherited a hp slim 410 desktop pc from my grandmother, I don’t know the password to sign into the pc to factory reset the computer, I’ve tried the reset from the recovery screen,

any ideas how I can get into the pc and factory reset it so I can use it?

Unfortunately without the Windows password you can't factory reset the PC.

You can make a bootable W10 USB installation flash drive with the Microsoft Media creation tool and clean install W10.

Download Windows 10

Okay, after i download that, what are the steps following?
Also what does this do exactly? Would it allow me to get into and set it up as a new user?

Here is a link for how to clean install W10 step-by step.

Windows 10 Clean Install Guide | The ENTIRE process | How to Install Windows 10

There are other links that have this information as well.

To boot from the W10 USB flash drive, have it plugged into your PC's USB port.

Turn on or restart the PC.

Immediately tap...tap...tap the ESC key to get the menu of options.

Select the F9 boot options menu and from that, select the W10 installation flash drive and press the enter key.

The PC should boot from the USB flash drive and the W10 installation files should begin to load.

Then you can follow the steps in the video to complete the installation.

After W10 has completed installing, you can set up the PC as a new user.
