Install fresh W11 on replacement drive fails 'System License can not be verified.' MS says to call HP re bitlocker (which was not turned on!).

Welcome to the HP Forum.
It is good you have turned off BitLocker. I can't see BitLocker being an issue in your situation.
HP PCs normally have the Windows product key stored in the BIOS. Did you replace the MB?
And your HP PC should have shipped with a 64 bit Windows Home version.
So the Windows installation should have auto-activated after installing Windows when the PC is connected to the network.
You could try the HP Cloud Recovery option if your HP PC qualifies.
