Attempted to download and install get the download okay, but it will not unload into the SW Setup directory, made several attempts same problem - I think the driver is corrupted.
Trying to clear the missing driver for == PCI\VEN_8086&DEV_8C3A&SUBSYS_2B2C103C&REV_04

The Intel chipset driver is not what you need to install that hardware ID, and the below driver is not on your PC's support page.
You need this one:
Intel Management Engine Driver

Your recommended driver gave a blue screen of death - The CPU was down with BSOD and windows 10 64bit reinstalled but can not get the system or windows to clear missing driver for PCI Simple Communications Controller and associated SM Bus Controller (maybe the mother board has a chipset problem and is toast)

Unfortunately, I don't know what to tell you because as you can see from what I posted, that driver supports the hardware ID you posted.
Why it blue screened, I have no idea.
The only suggestion I can offer would be to try this older version of the driver:
it still has support for that hardware ID.

Sorry that driver didn't work either.
I got it from the 550-000 model series, so I was hoping that would do it.

Now as far as the original problem...I downloaded the driver and used the free 7-Zip file utility to see what the exe file unpacked to and within that folder is another executable file called 'SetupChipset.'
Apparently sp76709 unpacks to that folder and quits.
The location would be C:\SWSetup\sp76709.
You should be able to go into that folder and run the SetupChipset exe file and that should install the chipset driver.
