Intel Management Engine Firmware Recovery Fail

HP Recommended
AllInOne 440 Pro One
Microsoft Windows 10 (64-bit)

Hello, everyone,

I just have one short question:
It's an AiO ProOne 440.
The recovery of the firmware does not work.

At 50% it starts new, but like a loop.

Must the PC be online to recover the firmware.
So is this also a BIOS update at the same time?

Thank you very much for your answer.
