So my pc was hacked and I guess I managed to remove the hack tool and the viruses and I installed a new windows and my windows is up to date but I don't know if is this normal or not and how how to fix this problem and the back fan is really noisy and I can slow it down

You have to install a couple of drivers.
1. Install this driver and restart the PC:
Intel Chipset Drivers for Microsoft Windows
https://ftp.hp.com/pub/softpaq/sp101501-102000/sp101759.exe
2. Then install this driver for the SAS Controller:
Intel Rapid Storage Technology Enterprise

The PCI Serial Port needs this driver:
Intel Management Engine Software
https://ftp.hp.com/pub/softpaq/sp74001-74500/sp74499.exe
Purpose: This package installs the latest Management Engine Interface (MEI) and Serial-Over-LAN (SOL) drivers, as well as Intel Management and Security Status (IMSS), to support Intel Active Management Technology (AMT) versions 8.x and 9.x.
Run the Windows Defender scan:
