Issue starting after factory reset

I Did a factory reset on my computer and now it is stuck in a loop of the welcome page and then saying an issue occurred and then loads to 100% and goes back on to the welcome page and continues in the loop of doing that.

How about providing us some information to work with ...

 

Like: model number of the PC, age of the PC, WHY you did the factory reset?
