Welcome to the HP Forum.
I've setup Windows on many new PCs and have upgraded many older PCs having never seen this problem.
The PC is stuck in the initial Windows setup phase.
Disconnect all unnecessary peripherals during Windows setup.
You have no choice other than to do a shutdown using the power button. Doing this could corrupt the setup routine.
A HP Cloud Recovery option is available if this happens.
Try to do the Windows setup again.
I would check hardware if the PC locks up again. I'm thinking your PC could have a faulty SSD or a memory problem causing setup file corruption. Any component connected to the MB could cause a problem.
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.
