Install and reboot PC

Hello,

 

Try loading to Safe Mode with Networking by tapping F8 as soon as you turn it ON and check if is slow there as well.

 

How to Enter Safe Mode With Networking

 

Once in Safe Mode with Networking do a 

  

How to do a clean startup: http://support.microsoft.com/kb/331796

 

Check the difference in performance while in normal mode and safe mode. If it works fine in Safe Mode then most likely a software issue or virus issue. 

 

If the system is still slow in Safe Mode then run a hard drive diagnostics and Let me know what happens..

Perform Hard Drive Tests

Many thanks to the Distinguished Professor who told me to download a patch  released by HP for this problem. Now my PC boots instantly. What is a mystery for me is why HP released this patch but kept it secret.

Many thanks Sathya, but I followed David's answer which was simpler ie., download the HP patch released for this purpose and now my Pavilion PC boots Instantly.
