After performing a factory reset I get stuck on the keyboard select of the computer setup. At this screen the keyboard and mouse do not work. However, when powering on I am able to use the f1-12 keys to access various menus. At these menus the keyboard and mouse work fine but as soon as I go to set up the OS they stop working again. This happens on multiple HP computers that I have reset. Trying a new keyboard and mouse does not fix the issue and ps2 mouse and keyboards do not work either.

I can't get a handle on what's going on.
What operating system were you using prior to doing a factory reset? I would suggest doing a clean install but I don't know what you now use.
Are you using HP factory recovery media? What operating system is included in this media? You have BIOS USB support but lose this when interacting with the OS installation. I have never seen this type of behavior.
Your PC shows Free DOS and Windows XP, Vista, W7, and W8 support.
