BitLocker is a Microsoft encryption software. If the page is indicating that BitLocker has been turned on, without you initiating it, then try contacting Microsoft support.
You may be able to learn some useful info from here

I'm sorry. It can be very frustrating when things like this happen. If you cannot use/borrow a different computer, then perhaps call the Microsoft support. If BitLocker is really turned on and you cannot get any help from them, I really do not know how to get in. You might need to replace the hard drive and install a new Windows.
Here is the Microsoft answer site with the same situation. Read thru that discussion.

OK what i don't get is why contact Microsoft they say they cannot do anything
WHY CANT HP JUST PROVIDE THE KEY
instead of putting us thru he??
I called they want you to pay for this info if they have it

For cases related to BitLocker issues, as our expert @TheOldMan said, please contact Microsoft Support.
Bitlocker is software security feature provided by Microsoft, so it has nothing to do with HP nor any other computer brand. HP doesn't have control on how Microsoft implement their security locks so it cannot give you the key even if it wanted to.
By the way, according to the Community's Rules of Participation:
4d. No posts shall include instructions/directions intended to bypass or subvert security mechanisms such as lock screens, BitLockers, BIOS lock, passwords, fingerprint/biometry scanners, PINs nor any other safety measures.
