HP Monitor 23er

I cannot change the monitor to a low blue light.

Are you talking about the LED on the monitor, that is GREEN (or RED or WHITE) when the monitor is active, and then is BLUE after the "power" settings in Windows have told the monitor to enter "low-power-mode" ?

What operating system are you using?

What model of computer is connected to the monitor?

The new monitor screen has too much blue light and is much too bright for my eyes. I need to reduce blue light output. I cannot find the button to open the on-screen display to open the OSD menu.

My operating system is Windows 8.1 and my computer model is Acer.

Your monitor: HP 23er 23-inch Display - Product Specifications

should be helpful.

Also, the 2017 Fall Creators Update to Windows 10 has a "night-light" mode, to reduce the amount of "blue" during the evening hours. Have you enabled that option?
