MSFT Windows 10 Boot Up problem

My ENVY shut down unexpectedly due to power outage.  When turned on MSFT 10 would not boot up.   It tries to start MSFT and then it tries to start MSFT WIndows Automatic Repair.   It gets to "Automatic Repair Screen" and then gets hung - goes to a dark screen with a cursor.   I've done hardware diagnostics and all check out ok.    how can i bypass Windows Automatic Repair and go to Start in Safe Mode or the Like

At that prompt, enter:  CHKDSK C: /F   and press ENTER.

Then, enter: CHKDSK 😧 /F   and press ENTER.

Does this "check disk" app report any errors in either file-system, and does it "repair" those errors?
