I've replaced the mouse and that didn't help.

If you temporarily disable the "touchscreen" capability, does the mouse-pointer "behave" ?

 

If so, you have a problem with the touchscreen hardware.

If the original HP Warranty on your computer is still active, open a claim against the warranty.

Thank you!   Disabling the touchscreen did the trick.  Unfortunetly, my PC is out of warranty.  But at least now I understand what is causing the problem and how to correct it.  I think everytime I get an update from windows and the PC reboots, the touchscreen is reactivated.  Thanks again!
