Pc keeps going back to the blue choose an option screen that has 5 options:

1) continue to windows recovery

2) use a device

3) use another operating system

4) troubleshoot

5) turn off pc

Every option eventually brings me back to this same screen, tried turning off also !

Typically the Blue Screen options are from Windows.  If you have tried to boot three times in a row then Windows will give you some repair options.  Is that the Blue Screen you are seeing?

Take a look at this YouTube video

That PC is eligible for the HP PCs - Using the HP Cloud Recovery Tool

You can either use that to fix this by reinstalling all the software that came from the factory or make a Windows 10 install media, that will install the latest Windows 10 version.  Before using either one of these, make sure to save all important data to an external media.  I can give you help with that task.  Otherwise, you could lose anything that is on the drive.

If you need the install media for Windows 10, you can make it from this Microsoft download

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
