So, I'm at about my Wit's end. I've looked up so much stuff about How I could fix this, but nothing I do has worked at all. I just have no clue why they aren't able to open. I've tried just resetting, that didn't work. I've reset Windows Explorer, that didn't work.
I've scanned for Corrupt Files, It said it found some and so I restarted my computer so it could fix it, but that didn't work ether. I did a "Xaml Start Menu Registry Entry"? thing but that didn't work. I can't check the settings to look for a update because the settings won't open and even when I did Win + I, it didn't open. So I'm just at a lost of what to do, and I'm just so frustrated and annoyed.

there are so many causes / solutions, possible, effective or not, that it is difficult to tell you which
Just try to create a super administrator account
Either it works, in this case you can try to simply create a new account!
Either that will also be a failure, and in this case, it will be necessary to seek, which could work!
Type net user administrator /active:yes. You should receive a response that the command completed successfully.

Thank you so much. After a long and tedious journey of trying to open cmd as an administrator. I was finally able to get the administrator account open. And I am so thankful that the start menu works. So, should I just delete my old account and make a new one under the same email?

Yes, redo your user account, as usual
but wait before deleting the old one
get your documents
do not delete the old account until you are sure everything is ok
