Welcome to the HP Forum.

 

Your W11 PC's behavior reminds me of virus infections from years of yore. 

 

What A-V software are you using? Have you checked the PC for malware infections?

 

This symptom suggests you have one or more run away Windows processes running in Task Manager.

 

See if you can run Norton Power Eraser (NPE) free. Do a full offline rootkit scan per instructions at the NPE download site.
