My laptop says: Boot Device not found Please install an operating system on your hard disk Hard Disk (3f0) F2 System Diagnostics

That message usually means the hard drive has failed.  Do ahead and run the F2 System Diagnostics to see what that reports.  If the hard drive has failed, the System Diagnostics will provide that message again.  That means the drive needs to be replaced and the Windows reinstalled.

Please indicate the model number of the PC for better advise for going further.
