HP ENVY x360 Laptop - 15m-ee0013dx
Is extremely slow so I wanted to know (1) can more RAM be added to increase speed, if so how much should I add, and what would the cost be?

Hi:
I have the similarly equipped notebook (15-ee0047nr) except it has 2 x 8 GB of DDR4-3200 memory and a 512 GB NVMe SSD.
Works just fine with that hardware.
It depends on how much memory you want to install.
Since you have to remove both 4 GB memory chips to upgrade, here are your options:
2 x 8 GB of DDR4-3200 memory: $36.54
Crucial 16GB Kit (2 x 8GB) DDR4-3200 SODIMM | CT2K8G4SFRA32A | Crucial.com
2 x 16 GB of DDR4-3200 memory: $67.99
Crucial 32GB Kit (2 x 16GB) DDR4-3200 SODIMM | CT2K16G4SFRA32A | Crucial.com
Below is the link to the service manual. Chapter 5 has the memory removal and replacement procedure.
