My computer says optimization is not available

I went to optimize my computer and is says "optimization is not available" for current status.  what am I doing wrong?

specified, what you have selected, and where, what option?
there are different options, or software that can allow 'optimization'
And that said, often it's nothing more than a disk cleanup, erasing temporary files or other such solutions.
it's rarely a real way to optimize a computer, to make it run much faster, it does have an impact, but it's not worth a hardware upgrade, if too slow

When I had my last computer, there was optimization that was done and disk clean up. Is that no longer required? If so, do I do ant regular maintenance to the hard drive?  Explain simply as possible. I’m 72 years old.
