I also can not open my Toshiba external memory. have tried all usb ports and computer keeps telling me to configure. I do not want to lose all the files on divice.

Greetings @KD0060
Figuring out what's happening with your PC could be a tricky one to solve.
I recently had a similar problem. But it only affected the front USB type C port. It took a bit of troubleshooting to isolate the fault.
I had either: a faulty front USB type C MB header problem or a MB trace problem to the front MB type C header. I had to RMA the MB.
I need more information. Please answer the following questions.
1. Have you restarted the PC and then tried the Toshiba device again?
2. Is File Explorer only freaking out when you connect the external Toshiba USB device to any of your PC's USB ports? This means File Explorer is good to go until you connect the Toshiba device.
You would definitely have a PC problem if File Explorer is always unstable. Are you experiencing any other system instability?
3. Have you tried a different external USB storage device in all of your PC's USB ports to see if File Explorer responds correctly? Can you, or do you, successfully connect: a mouse or keyboard to all of your PC's USB ports?
4. Have you tried connecting the Toshiba device to a different PC to see if the drive can be mounted by Windows?
The external Toshiba device would have a problem if you cannot use this device with other PCs. Your PC would have a problem if File Explorer crashes when you connect any USB storage device to your PC.
Possible causes are:
- A faulty external USB drive
- Windows system file corruption
- A hardware problem possibly related to either: the system drive, system memory, or the motherboard
Possible troubleshooting steps to try:
- Try the USB drive in a different PC to verify the drive is okay. A no go trying the Toshiba drive in a different PC means it would be very difficult to get to the data on this drive.
You might try formatting the drive on a different PC or use disk partitioning software to see if you can format the drive.. The drive is probably cooked if you can't format the drive.
Check System Files:
Open an Admin command prompt as follows:
Open Search then enter "command prompt". Right-click on the search result.
Select "Run as Administrator".
Enter the following commands, one at a time. Wait for each command to complete before running the next command.
DISM.exe /Online /Cleanup-image /Restorehealth note: the PC must be connected to the network when using the DISM command.
Enter the next command to verify system files are okay.
sfc /scannow
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.
