@diecard, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand your Victus by HP 15.6 inch Gaming Laptop (15-fb0000 series) only charges when it's powered on, and not when it's turned off. Let's work through this together.

Perform a Hard Reset

This helps clear any residual power issues:

  • Turn off the laptop.
  • Unplug the charger.
  • Press and hold the power button for 15 seconds.
  • Plug the charger back in and turn on the laptop.

Update BIOS and Drivers

Outdated BIOS or chipset drivers can affect charging behavior.

  • Go to the HP Support page.
  • Enter your product: Victus by HP 15.6 inch Gaming Laptop 15-fb0000.
  • Download and install the latest BIOS, chipset, and power management drivers.

Check Battery Health

Use HP’s diagnostic tool:

  • Download and run the HP PC Hardware Diagnostics for Windows.
  • Run the Battery Test and note any warnings or errors.

Inspect Charging Port and Adapter

  • Ensure the charging port is clean and undamaged.
  • Try a different HP-compatible charger if available.
  • If using USB-C charging, note that not all USB-C ports support charging when the device is off.

BIOS Settings Check

Some BIOS settings may affect charging behavior when the laptop is off.

  • Restart the laptop and press Esc > F10 to enter BIOS.
  • Look for any settings related to USB charging or battery behavior and ensure they are enabled.
  • Save and exit.

I hope this helps.

Take care and have a good day.
