I recently factory reset my PC and after i did i notice it was limited by a IT administrator. A example is when i tried turning off my windows defender it told me, "Page not available, Your IT administrator has limited some areas of this app, and the item your tried to access is not available. contact IT helpdesk for more information" if anyone knows how i can fix this, please tell me.

Welcome to the HP Forum.
That's unusual. A clean Windows install or a HP factory reset on a personal use PC should default to an administrative user account. At least, this is how Windows setup works on my PCs.
Check "Accounts" in "Settings" to ID your user account type. Not much you can do if your user account is a standard user account.
Do you see multiple user options at the Windows sign in screen? Did you create a second standard user account?
Is your PC used in a work or school environment requiring you to log in to a domain controller?
The only other thing I can think of is: it may not be possible to disable Windows Defender if you are not using different Anti-Virus (A-V) software. I have never tried to disable Windows Defender without using other A-V software.
Can you perform other administrative tasks on your PC?
