Microsoft Windows 10 (64-bit)

Ran diagnostics . Optical drive failed the read test. Uninstalled the drive and restarted.  Still would not read drive.  Also fails to read an external optical drive.

After performing all the tests I could find and having them fail to solve the problem, I decided to replace the drive.  It worked.  The device manager was wrong in saying the device is working properly.

@vcasm

Optical drives have lenses through which the lasers shine onto the disk, and these lenses become dirty over time.

Sometimes, all it takes is using a lens-cleaning kit to get them working again.

The kit consists of a disk with tiny fibres on its surface which brush against the lenses when they spin, cleaning dirt off the lenses in the process.

If you can find one of these online, it's worth trying it.

Good Luck

Done this, did not help,  Please note that the computer will also not read a brand new USB external drive (and Windows 10 was reinstalled).
