Tried resetting Windows 8.1 Pavillion 400-314 to Factory Image. Factory Image Restore completed "Reformatting the Windows partition..." but then hung at 1% while "Reinstalling original software" for extended period of time before finally receiving message: "Recovery Manager could not restore your computer using the factory image. Please contact HP support. Error code: 0xe0ef0001" so "assuming" there must be a problem with recovery partition. An HP Support video indicates I should be able to get a temporary email link from HP Support to download of the recovery software. How do I do that?

Okay, you did not upgrade to Windows 10. This creates recovery option problems.
This HP software download site (Link) for your PC does not have an option to buy a Windows 8.1 Recovery kit.
The only recovery option I see is to buy a HP recovery kit at Computer Surgeons (Link).

Here is a way you can make your own W8.1 installation media and reinstall W8.1 for free.
Download the plain W8.1 64 bit ISO file from the link below.
https://www.microsoft.com/en-us/software-download/windows8ISO
Use the Microsoft tool that I zipped up and attached below to transfer the ISO file to a DVD or USB flash drive so that it is bootable.
After W8.1 has installed, you can install the drivers and available software from your notebook's support page.
