I needed changing the SSD on my Pavilion P7-1054 but I can't install any OS (Windows or Linux). Maybe the Secure Boot is on but there is no option on BIOS to change.
Tried to update old Windows to new Windows, but during the first reboot, it stops and return to the old Windows version. Error is "The installation failed in the SAFE_OS phase with an error during BOOT operation"
When installing Linux (Ubuntu or Mint), the installation finishes correctly like Windows update, but can't boot to the new SSD drive, even choosing the new one as the first bootable drive.
Any suggestions?

I can't assist if your PC is having Linux installation problems. I use Linux on UEFI PCs, I'm having no problems.
I will try to help with Windows upgrade or installation issues. But your PC is having so many problems.

I want to start with Secure Boot.
The W7 driver download Site for your 2011 HP PC indicates your PC has a Legacy BIOS. Secure Boot would not be supported.
Doing a Windows upgrade using a new SSD:
What version of Windows are you now using on this PC? What version of Windows are you trying to upgrade to?
Here's the thing I really don't understand. You installed a new SATA SSD. The new SSD is raw.
How could you try a Windows upgrade to a different Windows version if the new SSD does not have an operating system?
Windows Upgrade Fails:
Generally, Windows update failures during the SAFE_OS phase with an error during BOOT operation could be hardware problems, or system driver problems, or A-V problems, or you did not disconnect unnecessary peripherals.
Successful OS installation:
I am also confused since it seems you can create (Windows and Linux) installation media and can do a: Linux install or Windows install on the new SSD. But you can't load/run either operating system installed on the new SSD after a successful POST.
This suggests your PC's BIOS is seeing the new SSD if you can install both operating systems on the new SSD.
Both OS installation media (Windows-Linux) must be configured to work with a Legacy BIOS.
Maybe I don't fully understand what's happening.
Try creating W10 Legacy (MBR and CSM) installation media using Rufus. Use this W10 installation media to see if you can get W10 up and running on the new SSD.
I can't provide any further suggestions at this time; I'm perplexed! Maybe a different Forum member can help.
