Just bought a new desktop HP Pavilion 590-P0100NA (with Optane) and was loading new Epson XP520 printer drivers when it began to "hang" for almost 1hr during the driver installation. I thought that rebooting the pc would resolve the issue, but it didn't.
Instead when I switch it on I would hear the HDD turning, but I would have just a black/blank screen. No boot-up logo, nothing. The monitor remains in standby mode.
I have tried from power off to boot up into Safe Mode by:
- Holding F8
- Holding Ctrl + F8
- holding shift key
- Repeatedly forced shut-down/boot-up with no change
This has happened prior to having the opportunity to create a recovery pen drive. Any help please.

Hello, you can try to make an hardware reset. For this you need to unplug your AC adapter, and your PC's battery if removable, and press during 30 seconds Power button with any power.
After this, please replug your PC and retry to start. If you have any screen, please check if you have blinking LED on your Power logo or caps lock key.

To supplement Fanordi 's answer...
First:- Turn off the computer, press and hold the PWR button for 4 seconds.
Then - Leave only keyboard and mouse connected, disconnect all externally connected
devices such as Docking Station, USB storage devices, displays, and printers.
Unplug the AC adapter from the computer.
Next - Press and Hold the Power button for 15 seconds to Hard Reset.
Rinse and Repeat; Re-Connect the AC adapter.
NOW begin checking/testing/proving the Hardware is fit for purpose.
Power on your PC, press ESC (repeatedly), then F2 at the prompt.
Choose System Tests (Fast Test does a 4 minute hardware check).
At he first opportunity create a bootable USB form here....
