A wireless mouse has its own usb bluetooth adapter that it connects to.
So, you have this device, correct?
And it states that: Cricut Explore Air is the ultimate electronic cutting machine for DIY projects and crafts with embedded Bluetooth® for wireless cutting.
So, the easiest thing to do to add bluetooth networking to your PC, would be to purchase an external usb bluetooth adapter.
I use this one on my HP desktop PC. Works great.

Hi, @LLady :
Below is the link to the product specs page for your PC.
It does not come with built in bluetooth, or that feature would have been listed under the Networking specifications section.
If you need bluetooth, the easiest thing to do would be to purchase an external USB bluetooth adapter.
I use this one on my HP desktop PC. Works with multiple operating systems including W10.
