If you are running a web-browser (Microsoft Edge, or Internet Explorer, or Google Chrome), press the 'F11' key, to switch from "presentation" mode (where most non-essential stuff is hidden) to "normal" mode.

Hello,
Please, perform System Restore in an attempt to fix the issue.
Restore back to previous days (restore point) where the issue was not present. Here is more info:

Those symptoms indicate that the "logical" Windows "desktop" is larger, e.g., 1024 by 768, when the physical resolution of the monitor is smaller, e.g., 800 by 600.
Compare it to looking out through a window in your home to the outside world.
You only see a "clipped" image of what is outside.
In Windows, check that the screen-resolution is set to "optimal" for your monitor.
Also, when you want to close an application windows, click anywhere "harmless" in the window -- somewhere where the "click" at that point causes no "action". Then, hold down the ALT key, and press the F4 key. Release both keys. That window will close.
Also, hold down the ALT key, and press the SPACE BAR. Release both keys. Touch the 'X' key.
The window should "maximize" itself to optimally fit on your monitor, which should show the controls.
