What is the specific brand, model and onboard vRAM of the GT1030 you have installed?

Is your HP elite desk 800 G3,  a mini, small form factor or tower version?

Gigabyte gt 1030 2gb ddr5, my HP is small form factor only 180w

The  Gigabyte gt 1030 2gb ddr5 needs a 300Watt PSU and that is why it won't produce the video output.

In order for the video card to work, you will need to upgrade the PSU.

See the following search I did on upgrading the PSU.

I just installed on the same machine. When you turn on the computer press the F10 key repeatedly until you are sent to the BIOS screen. Go to ADVANCED and then Secure Boot and disable. Should have no problem after that

Wrong, that's the recommended PSU this card only draws 30W at full power so should not be an issue, just remember this is a business machine, not a gamer with 2D graphics probably won't go beyond 6W
