i installed a fresh copy of windows 10 home 64bit on this computer.
Currently im using a VGA monitor which is fine, but i just wanted to add in a second monitor
I put in an old PCI dvi card (which works) that i pulled from an older DELL dc5800 sff for the purposes of adding a second monitor.
This card worked on the 5800 but it won't detect/work in the newer 8100.
why is that?

According to this manual

That PC has a VGA and Display port as output. Page 6-5 under item heading "6.3 Upgrading" indicates
"These systems provide direct, dual-monitor support; a VGA monitor and a DisplayPort monitor can be connected and driven simultaneously."
Just get a display port to DVI cord or adapter.
BTW: since this is a Business PC, some random graphics card may not work in this PC. This support page indicates what configurations were available from the factory
Scroll down to the "Graphics" section to see what was available. Some other graphics cards may work, but those indicated will work.
