You need a boot-stick with an PE-environment.(can be the MS media creation tool)
Instead of starting a new installation (blue window with language selection) you press Shift+F10
in the command prompt type:
dism /Online /Cleanup-Image /RestoreHealth

This might help.

If not you should look for a windows forum to find instructions/tutorials how to safe your data.
And if you are not an experienced win-troubleshooter you should make a new installation.
