What caused the problem in the first place?
Power glitch? Upgrade to windows 11?
Microsoft or HP update? Add a new device, memory, etc?
BIOS upgrade that went wrong?
Have you run diagnostics?
Tap the ESC key after powering on and press F2 to run diagnostics.
Do not allow any updates if disk or memory fail, especially a BIOS update
Tap the ESC key about once a second after you see the LEDs on the keyboard flash.
If disk and memory diagnostics pass then try a restore point.
Since you mentioned that startup repair fails then try a restore.

This video describes how to use a restore point. Ignore that it shows windows working. Clicking on "System Restore" will bring up the list of restore points similar to what is in the below video.
