When I sign out then shutdown, the pc does not power off. It does close video output and attached usb devices but power switch stays on

This doesn't fully answer my issue. After shutdown the power light stays on. I have to manually power off by holding the button in for 5 seconds before I can start the pc again. It doesn't seem to complete the shutdown cycle.

I disable hibernation on my Desktop PCs.
My non HP PCs will gracefully shut down Windows and the PC if I depress and hold down the power button for 5 seconds while running Windows. The PC will also fully shut down when I shut down the PC using the "Start" "Shutdown" options .
Your PC does a soft off power state. So I could see why you would have to depress and hold down the Power button for 5 seconds to shut down the PC.
Check Control Panel, Power Options.
Then select "Choose what the power button does".
Are "Power Button Settings" set to shutdown?

Thanks for your response.
The power button is set to Shutdown. The PC does not shut down when using the Start Shutdown options.
I just installed a Windows Update and chose Start, Update and Restart. I had to press and hold the power button to complete the shutdown then press it again for the PC start up. I should not need to do that.
There is clearly something wrong so I have raised a support case with HP.
