PC was probably updating even if the screen was on but black.
I cut power, now I get a blue screen BAD-SYSTEM-CONFIG-INFO
I tried all recovery options, system restore, etc.
regback folder under windows\system32\config is empty
Is there a way to restart the computer without installing Windows from scratch?

As I understand you have a BSOD error - "Bad-System-config-info",
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
Could you elaborate on "All recovery options" you've used?
Have you attempted a system refresh as well?
While you respond to that, here's a few things you can do to help your cause:
- Turn on your computer and repeatedly press the esc key until the Startup Menu opens.
- Begin a System Recovery by pressing F11. ...
- The Choose an option screen displays. ...
- Click Advanced options. ...
- Select Command Prompt to open the Command Prompt window.
- Then Type the following word by word: bcdedit /deletevalue {default} truncatememory - once done, push enter.
- Restart the computer to resolve the issue.

Hello Riddle_Decipher and thank you indeed for your help.
I tried all possible solutions offered by Windows and HP Recovery manager, except erase all data and restore original disk content. They didn't work. I also tried to use the windows\system32\config\regback folder content but it is empty. To perform a system refresh I think I needed to start Windows, it did not start even in fail safe mode.
After two days of attempts, in order to solve the problem and start working without erase all my data (my last backup was a few weeks old) I decided to add another HDD, install Windows on it and all the software I need, leaving all data on the old one. I know I have the OS folders I will eventually delete in future when I will need space.
Now I am curious to see if your solution would work but I do not feel to mess with this computer since I have A LOT of work to do before the end of the year. So I will leave the SSD I added as system drive and keep working.
I don't know if it is correct to mark the conversation as solved since I haven't tried your solution.
