Hi have just done a fresh install of win 7 pro 64bit on a HP Z200 Base model workstation and almost all drivers are installed except for PCI Simple Communications Controller. The device ID's are below
Any help would be apreciated.

Hi:
I think that HP has a problem with the business PC support pages, as the Intel Management Engine Interface Driver used to be there and it is also missing from my PC's support page.
This version from Intel should work. I browsed the driver file (using 7-Zip) and it does contain support for the hardware ID you posted as shown from this partial copy and paste of the driver setup information file.
[Intel.NTamd64]
; DisplayName Section DeviceId
%HECI_DeviceDesc%=HECI_DDI_x64, PCI\VEN_8086&DEV_3B64
