I took my cpu out and put it back in and now my pc isn't turning on. The fans are moving but there is no display on the monitor and no led light on the power button. When I hold the power button down for 4 seconds it doesn’t power off. I also don’t know that much about computers, only a couple things. What should I do?

This has a 4th gen Intel i3 CPU.
Did you re-install the CPU with the same orientation? (ie is pin 1 on the cpu matching pin 1 on the cpu socket?)
Also, check closely with a torch / magnifying glass or take a clear photo you can zoom and check the gold pins in the cpu socket. Make sure none a bent. It's easy to damage the pins if you're not careful, and once damaged, the PC will no longer boot.
