I have tried a few different things I will list them to help cut down some recommendations.
Reseat and re plug all connections and power for mobo. Ram, GPU, CPU, 24 pin (have not taken out cpu or removed cooler, don't have spare thermal paste on hand at this second)
Change out GPU with known working one, change monitors and HDMI dpi cords, they all work with another pc fine.
Change out PSU.
Change ram, went back to just the stock hyper x, swapped to different Dimm slots. Went down to 1 stick, etc. The ram works on another PC just fine.
Cmos reset, both the pins and the battery. Swapped out cmos, tried with no cmos.
Specs
CPU Ryzen 7 5800x
GPU 3060 TI
Ram 2x Hyper x Fury 8gb
added 2x Corsair Vengeance pro 16gb
PSU Cooler master 80plus platinum (hp one that came with it)

Lol. All my troubles.
All I had to do was grab a monitor, plug it into a second PC, use that PC to change display settings and set the monitor down to a low Resolution. (I chose 1024x768)
Thats it. Not sure how multiple gpu swaps, testing on like 4 different monitors, cmos resets bios, etc. And somehow low resolution was stopping my pc from sending any signal to any pc.
Note, I never lowered Resolution. Not sure how this happened. But I hope this solves someones issue one day!
