Problem with Booting up PC

HP Recommended
Microsoft Windows 10 (32-bit)

I had to turn off the power to our PC last night during a storm and now it won't boot up.  I am getting a blue screen with these options:


Continue - Exit and continue to Windows 10

Use a device - Use a USB drive, network connection, or Windows recovery DVD

Troubleshoot - Restart your PC or use advanced options

Turn off your PC


I have tried all of these options and keep ending up at this blue screen.  Any suggestions on what I can do.
