Hello,
I currently have an HP desktop with no operating system installed. When i try to download windows 7 home premium from microsoft it gives me what it shows in the picture.
After I have downloaded a Windows 7 ISO file from another source and used PowerISO to create a bootable USB (I tried both FAT32 and NTFS), The desktop still does not see the USB stick as a bootable option.
I have changed in my desktop's BIOS computer setup settings (F10) that:
- all my USB ports are enabled
- the USB Hard Drive is enabled as boot source
- the USB drive has top priority in the boot order.
Yet in the Boot Menu (F9) it doesn't show the USB source as a boot device.
Any tips or help on how to install windows operating system would be great!

Also see this discussion. Pertains to the 8200 Elite, so the BIOS versions are not applicable to your PC, but the steps they took to get the PC to boot from the USB port could be applicable to your model as it should have the same BIOS settings and boot configurations.

Try making a DVD and booting/installing from that.
W7 and USB are not immediately compatible, you sometimes need extra drivers.
This seems unlikely, but the author (TomNeild) claims it works

When Windows is asking for driver, just click Cancel. You will be brought back to the welcome screen. At the welcome screen, remove your USB drive, insert it back to DIFFERENT USB PORT. Click Install Now again. The installation process will be like usual.

Did you try putting the flash drive in all 4 of the front USB ports?
I had the same issue with my 8200 Elite CMT.
I forgot what I did to get the USB flash drive to show up in the F9 boot options menu.
However, I vaguely recall that the USB flash drive only showed up as a boot device if I inserted it in a certain one of those 4 front USB ports. And I forgot which port it booted from.
Your model has the USB 3 ports in the rear, correct?
It will not boot from a USB 3 port.
The 8200 Elite has all USB 2 ports unless you added the optional USB 3 expansion card.

Indeed this model has 4 USB ports on the front and 4 USB 3 ports and 2 USB ports on the back of the computer.
I tried all 4 USB ports on the front and neither of them gave any difference. After that I tried all other ports on the back and they neither gave any difference in the boot menu.
Does it make a difference if the USB flash drive is a USB 3.0 Flashdrive?

I am racking my brains trying to remember what I did to get that USB flash drive to show up as a bootable device.
See if this works...I found this doing a search...
Do this with the USB flash drive plugged into the USB port.
- disable (F5) and re-enable (F5 again) "Hard Drive" under "Legacy Boot Sources" in the Boot Order seems to make the USB key available as a boot device under the F9 menu
- unplugging the USB key, rebooting, then plugging the USB key back in results in the USB key no longer being available in the F9 menu, so not being able to boot off it. Disabling and re-enabling the Hard Drive as a boot source, as in the step above, is then required in order to see the USB key in the F9 menu again
Also try this...Now that I think of it, I think this is what I did to get the USB flash drive to show up...
One method for USB booting this machine is to disable the EFI boot sources.
